With improvement of people’s living standards, the awarness for food quality and safety also increased. As one of the traditional drinks in China, tea quality and safety attracted more and more attentions. Since it not only associated with the healthy of human being, but also had a great impact on itself competion in international tea market. China is one of the most big country for tea production and comsumption, effectively control tea quality and safety played an important role in promoting the sustainable development of tea industry. Although, several studies had investigated the tea safety production from the tea quality and safety certification and quality and safety control aspects, however, there are little studies to investigate the tea quality and safety management from tea producer perspective. Based on the theory of planned behavior and tea quality and safety production, we investigated the basic statistics of tea producer in Fujian province, then analyzed the impact factors of safety production behavior of tea farmers, at last evaluated this action from the perspectives of tea farmers safety production and government management, in order to reveal the critical factors that influenced tea safety production management policy and its performance, providing basis for government to formulate policies aimed at promoting tea quality safety management.Based on questionnaire survey methods, about486tea farmer from two tea production regions in Fujian province (Quanzhou city and Nanping city) were investigated in this paper. We analyzed the impact factors of tea quality safety management by using econometric analysis methods. The main results are as follows:(1) According to the assumption of the antecedent variants that influenced the quality safety control action of tea farmer, the impact factors that determined tea quality and safety management action were followed the orders (from main to secondary):the recognition of the influence of pesticides and fertilizers on environment, tea cultivated areas, tea farmer family income structure, the responsibility of tea farmer, whether or not tea farmer accepted related training, whether or not they joined in the industry organization, the related national policies and laws, public opnions, the intrinsic rewards, whether or not they got certificated, the influences from peers, the external benefits, all of these factors showed positive relationship with quality and safety action of tea farmers.(2) The object of quality and safety control action of tea farmers was mainly affected by the scale of operation, external variants, expected rewards and the industrialization participation, namely tea farmers will decided to choose his action by balanced these factors, in this sense, this results demonstrated that the action of tea farmer was sensible. (3) As for the tea farmer with weak economy strength, in China it impossible for them to product tea followed the safety tea standards, they need government’s help. The most urgently they wished get supports from government was money, follows by the tea price information and technical guidance, policy guidance, publicity and education, legal norms, certificated detection, base declaration.(4) The planting tea varieties were complicated, and multiple cropping index was high, variety scale was small, safety production management often difficult and expensive. These make the implementation of safety tea management more difficulty in our country. Presently, because of the limitation of lacking technicians in rural, limited funds in agro-technical station and other objective reasons, the opportunity for tea farmers to get guidance from technician were less, the main ways for tea farmers to get training were from various industry organizations. This indicated that government should strengthen their works in tea technical promotion and training, on the other hand, the government can solved the problems of technical guidance and training through the development of industry management of tea.
