Currently Antarctica melted faster, larger global climate change broughtgreat harm toglobal agricultural production and human life, global society pay more and more attention to carbon dioxide and other greenhouse gases. Now, China is the largest carbon dioxide emissions country in the world, the International Community has exerted a lot of pressure to reduceChinese carbon emissions. The European Union, the United States and other western countries took some measures to limit Chinese carbon emissions in the aerospace, automotive and other industries. The United States plans to impose carbon tariffs on China.But a growing number of studies show that a large proportion of China’s carbon dioxide comes from exports, so this paper used input-output table to calculate Chinese carbonemissionsamount of the export from2003to2012and made clear of the proportion of China’s carbon dioxide emissions from export in order to prove that a large proportion of Chinese carbon dioxide emissions came from consumption of the developed countries. So China should insist the "consumer" responsibility stance oncarbon dioxide emissions issues.The paper selected TC index, GL index, Total factor productivity to measure Chinese export competitiveness, trade structure and technical level. Then it applied the panel data regression model to studied specific effect of these four factors on Chinese exportcarbon emissions with the refer to DaboGuanetal factors. Finally itmade the conclusions and gave relevant policy advices. Finally, the conclusion is that there is a positive correlation between Chinese exports implicit carbon and the competitiveness of export products, a negative correlation between Chinese exports implicit carbon and inner-industries index, a negative correlation between Chinese exports implicit carbon and Total factor productivity. Relevant policy recommendations are given which are based on the conclusions:improve the technological content of products, increase intra-industry trade, improve production technology.
