Research On Government To Municipal Solid Waste In Perspective Of Network Governance

Sustainable development is an eternal theme of contemporary economic society development.The concept of sustainable development gives many principles like that:we must do our best to make the dream-there is no energy consumption,there is no ecological degradation,there is no population growth-come true,we must insist on developing circular economy in order to raise the utilization rate of resources.Under this concept,how to government the Municipal Solid Waste has got more and more attention from all sectors of society.In recent decades,with the continuous progress of people’s living standard,the daily output,total output and the types of Municipal Solid Waste are also growing all the time,to solve the problem said above is hanging over our head.Based on the theory of The Network Governance,and then to build a new network management system with multiple partners is an important innovation of this article.The theory of Network Governance could make up for the lack of a single mode of government management.Through the new network system’s construction,the government could make full use of different resources from enterprises,non-profit organizations and citizens,thus,greatly improving the government’s working efficiency and reduce the work of the government cost.At the same time,this network gives access to people to participate in the management process,so the people feels more closer to the government and the policy has more expand influence.In practice,the existing solution methods to government the Municipal Solid Waste has many problems,such as:Social organizations are lack of the right to speak in the governance process,different partners are lack of communication and "act of one’s own free will",the division of responsibilities of fuzzy production buck passing phenomenon and the low professional level of government management.The theory of The Network Governance emphasizes that the extensive participation of all sectors of society,make full use of resources,this theory is convincing enough to government the Municipal Solid Waste.This article is based on the theory of The Network Governance written by Stephen Goldsmith,with Xiang Yang’s particular case as fact,concrete analysis of specific issues,and then proposes solutions:Firstly,reconstruction of governance network and localization of multiple participation.Secondly,establishing a connection to active the operation of the network.Thirdly,to construct the network structure of strong sense of responsibility.At last,to improve the ability of network governance to better resolving the problems of corporate governance of Municipal Solid Waste.
