Carbon Emission Efficiency And Its Influencing Factors In Shanxi Province

With the rapid development of China’s economy, severer of environmental pollution and energy depletion especially the international pressure of carbon emission reduction are becoming more and more obvious. Shanxi Province is a typical high-carbon province and national coal energy base. Its economic development and carbon emission appear a contradiction. We should think about how to reduce carbon emission, but not to sacrifice its economic development. In this case, to study Shanxi Province’s carbon emission efficiency and its influencing factors has the vital significance.Based on the theory of low carbon economy, sustainable development and Kuznets curve,this paper makes a study on Shanxi Province’s carbon emission efficiency and its influencing factors. First, the current situation of Shanxi Province’s carbon emission is analyzed from carbon emission structure, carbon emission intensity and the Kuznets curve of carbon emission. Secondly, according to the conceptual framework of total factor productivity and carbon emission efficiency’s characteristics, this paper constructs a evaluation model on Shanxi Province’s carbon emission efficiency and its influencing factors by DEA-Tobit method. And it evaluates carbon emission efficiency of the national 29 provinces including Shanxi Province from static and dynamic aspects by DEA method. What’s more, it analyzes the influencing factors of Shanxi Province’s carbon emission efficiency by Tobit method. The results show that: in the static aspects, Shanxi Province’s carbon emission efficiency is in the downstream level of the whole country. In the dynamic aspects, Shanxi Province’s carbon emission efficiency shows a declining trend. Further analysis revealed that technical factors,endowment structure can promote Shanxi Province’s carbon emission efficiency; energy structure, population size, economic scale and industrial structure can hinder its efficiency.Finally, targeted countermeasures are proposed for improve Shanxi Province’s carbon emission efficiency.
