With the development of the society, enterprise production is more and moreinclined to automated production, equipment defect for the contribution rate ofaccident is more and more small, accordingly, the man’s unsafe behavior accountsfor a increasing percentage in the accident cause factor, personnel insecurity hasalready become the main factors leading to accidents. As the important energyindustry in our country, electric power industry has the characteristic of strongtechnology intensive, complex production process, high degree of automation, thegreater danger, therefore, safety is very important to the power industry. As theproduction part of power system, power generation companies is the energy sourcefor normal operation of the electric power industry, the normal operation of powergeneration enterprises plays an important role to the maintain stable development ofthe electric power industry. At present, the power generation enterprise has realizedmechanization, automation in production, human factor has become the biggestinfluence factor of the production safety. However, in recent years,the safetyresearch of the power generation enterprise mainly focuses on production equipment,management system and working environment, while the human safety evaluationstudy is less. In the power generation enterprise, as the mainstay of power generationtask,operators directly control the operation of large power generation equipments,whether their operation is correct has a close relationship with the system productionsafety,Therefore, to ensure the safety of the electricity generation enterpriseproduction, human factors must be attached more importance, especially theoperators who are the mainstay of power generation task, analysing and appraisingunsafe behavior of operators can effectively control unsafe behavior and prevent theaccidents due to human factors.Take operators as the research center, personnel unsafe behavior has beenstudied. On the basis of combining the operator job responsibilities and cognitivebehaviour model, operators personnel cognitive behavioral patterns has beenconstructed,cognitive behavior process result in system security and danger has beenanalyzed,human error was analyzed in the perception, judgment and behaviorresponse phase of the unsafe cognitive behavior process,through analysis,the reasonslead to operating personnel unsafety cognition behavior were divided into individualfactors and external factors,external factors included organizational environment, social environment and the working environment, the individual factors and externalfactors on the mechanism of the unsafe behavior has been analyzed, Throughliterature review, combined with the working characteristics of the operators, theindividual factor,organizational environment factor, social environment factor andworking environment factor affecting the operator safety behavior were analysed,the research content lay a foundation for building the index system. Depending onthe human resources management concept, the concept and connotation of operatorsafety behavior ability has been carried on, the operator personnel safety behaviorcapacity evaluation index system has been constructed, evaluation model isestablished based on multilevel matter-element method and applied for instanceanalysis. Research content has important meaning for controlling operator unsafebehavior, reducing the electricity generation enterprise accidents, promotingproduction safety. Besides, the research content has certain theory significance ofenriching the content of personnel safety evaluation, providing a feasible method forother company personnel safety evaluation.
