As a high risk industry,the sustainable development of the contruction indutry will be serio usly limited by safety accidents that are caused by unsafe behaviors of the construction workers. In view of psychology and organizational behavior, workers’ behaviors are not only subject to their own behavioral attitudes and intentions, but to affective commitment regarding their organizations. Based on investigations, there is a higher probability of safety accidents in construction units. So, the affective commitment have a bigger influence in such units.This paper, researching unsafe behaviors of construction workers, with safety behavioral attitude, unsafe behavioral intention and affective commitment as three variables, by learning and deriving from relevant theories in combination with actual conditions of the construction industry, presents five research hypotheses and a model of safety behavioral attitude versus unsafe behaviors, which is based on regulation by affective commitment, and adopts an empirical analysis to verify those hypotheses and the model. In this research, a questionnaire survey is made to 400 construction workers and the samples are analyzed by SPSS17.0 software in terms of their reliability, validity, description, correlation and regression; subsequently, those hypotheses are given verification to draw conclusions.Through this research, a core conclusion is that a construction enterprise should try to enhance its workers’ affective commitment to the enterprise. According to research results, this paper makes workable suggestions for management practices of construction enterprises and points out the aspects to be further improved and the direction for future research, in order to control and reduce unsafe behaviors of construction workers, thus minimizing safety accidents while enhancing enterprise safety management, economic benefits and corporate image.
