With the increasingly serious environmental pollution and energy crisis, clean andnon-polluting electric vehicles, as an important way to solve those problems, have beenwidespread concerned around the world. According to the twelfth five-year special plans fortechnological development of electric vehicle, Chinese electric drive electric vehicles willreach3.5million by2020.Electric vehicle charging stations as electric vehicles energy supplyinfrastructure play a vital role in the popularization and normal operation of electric vehicles.The current charging station location planning mainly regard the minimum construction costs,operation and maintenance costs as the objective function. However, construction cost is notthe only consideration when building charging station, the benefits should be also inconsideration after the completion of the charging station.In order to maximize profit as the ultimate goal of electric vehicle charging stationplanning, paper not only considered construction costs and operation and maintenance costs,but also considered the social gains brought by the charging stations. According to price of theelectric car in the international carbon emissions trading market, compared electric vehiclewith conventional fuel vehicles, the reducing carbon emissions obtained social benefitsconverted into the economic benefits. Build a site planning model which can consider carbondioxide emissions reduction benefits of the largest gains.As the load is more and more sensitive on the power quality in the future, making anincreasingly higher demand for power quality in Power Grid. The affect on the power qualitywhen charging stations connected to the grid has to be taken into account of charging stationplan. Based on the model of economic gain mentioned above, build electric car chargingstations three goal programming model by introducing two factors of transmission losses andnode voltage. Combined through expert judgment and analytic hierarchy process to determinethe weighting factor, take three objective functions into a single objective function and use thedifferential evolution algorithm to solve it.Finally, this paper made up of two site selection models what talked above, dividing themodel into16different functional modules with size of8*8km.
