Selection and application of scientific bidding decision methods, are of great significance for enterprises to win the bidding, enhance project quality, and improve competitive ability.Firstly, the theory analysis of the power supply project bidding is elaborated. The concept, process and main contents of project bidding are defined. Then, two kinds of bidding decision making problems in power suply projects are studied in this paper. The first phase of the project biding decision problem was studied taking the Electrical Service Engineering Co.,Ltd of China Railway first Group(ESECLCRFG) as a case. A multi-project bidding selcection evaluation index system based on risk analysis and a selection decision model based on AHP were structred, solving the choice problem of candidate subjects. Afterwards,selection decision problems of single project bidding scheme was studied. An index system was structured, and a decision model of Bidding Schemes Based on grey relational analysis was established. The applied results show that the effect is good. The results of this study will help the bidding decision-making of ESECLCRFG more scientific, and also has a certain reference significance for bidding decision management of similar enterprises.
