The railway transport is an important guarantee for national economic development. Railway safety is the lifeline of the rail transport. With the accelerating process of city, construction under passing railway is more and more, and the scale is growing. How to execute architectural plans in conformity with guidance and ensure the safety of the existing railway becomes a difficulty. Construction industry has characteristics of complicated working environment and full of too much not certain factor. The slightest mistake could lead to accidents of railway safety.The risk of construction has the characteristics of diversity and multi levels, wide dynamic change,and many difficulties in management. This paper use railway construction features to build a qualitative and quantitative mathematical model combined with the risk management theory. Application In Construction Method selection and construction of the security risk assessment to raised risk control measures. The main content of the paper include the following aspects:(1) This paper is on the railway safety point of view, starting from the impact wear under construction may cause the railway safety, according to security risks in the construction process, involving a wide range of features, identified the risk factors affecting the safety of railway, from the three aspects of survey and design, construction management risk, environment risk factors risk is established. Wear safety risk index system in the process of railway construction, the use of AHP to determine weights of each factor to the target layer, using fuzzy comprehensive evaluation method, evaluation of the project safety, finally achieve the purpose to the risk.(2) Construction Under passing Existing Railway has three theory:Shield tunneling,mined tunnel with shallow cover, the pipe jacking construction technology. This paper use characteristics of railway construction to do Job Safety Analysis. Use the analytic hierarchy process, variable weight comprehensive evaluation analysis to select construction method for minimal impact on the safety of railway.(3) Taking the Divert water from the south to the north project under passing the Beijing-Harbin Railway as example. Based on the presentation on the identification, evaluation, avoidance, prevention,supervision and control of risks in a construction project. In this project, the method of Shield tunneling is proved to be feasible.We obtain a good application effect.
