During the Tenth Five-year Plan, following the Strategy of National Rejuvenation through Science and Education, Shanghai University of Electric Power (SUEP) appropriately enlarges campus area, including Pingliang Campus expansion and Nanhui new campus. In2013, according to Colleges and Universities’Campus Construction Plan from Shanghai Municipal Party Committee and Municipal Government, SUEP launches the Lingang Campus, which is now in Preliminary Feasibility Study and project planning. Therefore, this project post-evaluation for Pingliang Campus expansion, which came into use in2011, will analyze and summarize this campus construction expansion so as to provide timely and effective experience and feedback for the coming Lingang Campus construction, in aspects like rational investment, scientific management, improving project management and investment efficiency, and so on.This thesis combines literature review with empirical research, and its logical structure adopts first theory, then practice. By analyzing the development and current state of project post-evaluation both at home and abroad, this thesis systematically explains the basic theory, method, content, evaluation index and working procedure of project post-evaluation. In addition, this thesis also establishes a post-evaluation index system, analyzes index connotation and its hierarchy structure, studies influences and weight between different indexes via Analytic Hierarchy Process (AHP) method, and finally makes a successful project post-evaluation by analysis on process, efficiency and influence etc. Quantitative and qualitative analysis and studies of this expansion project help to draw the conclusion that this project has achieved great success in terms of both economic and social effect. While the experience and methods during the implementation, together with some weaknesses, will play an active role in promoting subsequent construction project(s).According to the research, there are two main questions worth attention in the Pingliang Campus Expansion, namely the inadequacy in both preliminary plan of construction utilization and function designing. During designing and construction process, requests from Construction Utilization Department have changed for several times, which resulted in problems such as repeated changes in designing plan, construction reprocessing, leading to great cost in construction and especially embedded pipes. Moreover, the accuracy of construction bidding needs improving.Therefore the conclusion comes as follows, that project post-evaluation is an indispensable section in project management cycle. Universities and colleges, and related authorities should attach importance to project post-evaluation and improve post-evaluation management structure and mechanism. Meanwhile feedback mechanism should be established for project post-evaluation, to make the best of supervision and feedback from post-evaluation. During the evaluation, attention should be attached to the selection of evaluation contents, proper methods evaluation system, the objectiveness and comprehensiveness in investment efficiency and final result of the project. Moreover, experiences and lessons should be drawn from the project for reference to future investment projects.
