| Since the beginning of this century, human society has experienced the impact of industrial revolution and a variety of advanced technologies as a result of it, society have undergone significant changes and achieved great progresses, so did power engineering. As an important part of power engineering, power substation has the characteristics of harsh environment, complex craft and high risks. In recent years, the application of new technologies and materials, which makes the safety risk in power substation construction be more seriously.The safety management receives highly attention.The model of safety management in our county is take empirical and afterwards control as the main styles, systematic and comprehensive safety management research have been ignored.Therefore, according to the principle of system engineering, safety evaluation model is taking fuzzy comprehensive evaluation method into account, which is based on the analytic hierarchy process.First of all, this paper introduced the background and significance of safety management; A research review is given based on the civil engineering safety management, analyzing the shortages in our country;and defining its main research contents, establishing research framework.Next,safety management theory system is built based on safety management principles〠safety management system theory and building law in safety;a brief introduction about specialization and its objects of oversize power substation construction,defining the deference in oversize power substation construction safety management; Fuzzy comprehensive evaluation method is appling to power substation construction safety management, which has been proved to be the suitable choice.
