Comparing with the conventional substation relay protection system, the traditional DC control circuit is replaced by GOOSE fiber network in smart substation.This progress eliminates the parasitic circuit, improves the circuit insulation and anti-electromagnetic interference ability, and prevents the circuit problem caused by poor contact. However the "obvious electrical break" philosophy of trip circuit safety measure in conventional substation cannot be inherited in a smart station. To overcome this problem, the research of the safety measure and the visualization technology in smart substation is carried out firstly. The hybrid application of different safety measures, including the pulling the optic fiber, releasing the GOOSE sending and receiving soft plate, releasing the hard plate of intelligent terminal, plugging the maintenance plate, and releasing the SV receiving plate, is proposed. At the same time, the pros and cons of the five different safety measures are analyzed, and the conclusion that no single safety measure can realize the safe isolation in smart substation. Secondly, the mixed safety measures technology in smart substation is proposed in this paper, and the visualization technology of safety measure is discussed. Thirdly, the factors that affecting the reliability of the safety measures are summarized, and the reliability of GOOSE plate and maintenance plate are analyzed with the probability theory. Fourthly, according to the typical maintenance jobs, the typical safety measures are drafted for the maintenance jobs with the primary equipment running and stopping basing on different categories of relay protections. Finally, the three application of the mixed safety measures in the field maintenance jobs in Hangzhou Power Supply Corporation, the non-power-interruption maintenance in220kV Yunhui substation, the non-power-interruption expansion of220kV Wenjin substation, and the non-power-interruption test of blocking35kV ATS in220kV Fangyuan substation, are introduced. In those field applications, the reliability of the mixed safety measures is verified.
