Electric power industry, as one of China’s pillar industry of the national economy, carries the arduous burden of national economic development and ensures people’s normal use of electricity for life. With the constant improvement of China’s economic system, and the gradual promotion of project tendering, bidding, risk investment mechanism, risk management and responsibility system, the implementation of the project risk management becomes particularly important. Electric power engineering with high investment and long cycle has a strict requirement on professional techniques and supporting facilities. Those supporting facilities are numerous, with complex structure and high requirement on quality, no unexpected error is allowed on any detail. Under the influence of various uncertainties like natural environment, social societies, politics, economic, and technology, etc., risk management of electric power engineering project is especially important.Risk management can facilitate the project to carry out excavation, identification, and evaluation assessment of existing and potential risks, then take appropriate measures to prevent and control according to corresponding circumstances, thereby reducing the risk of accidental loss or taking it for own use. This study, based on electric power engineering project risk management, conducts empirical research on35kV power transmission and transformation project of Simatai as a case study. The current risk management situation of35kV power transmission and transformation project is analyzed based on the experience on risk management from both home and abroad, using research method of selecting scientific risk management according to real situation of power supply company and engineering project risk management theory, to finally establish project risk management measures.Based on the actual situation of35kV power transmission and transformation project in Simatai, this article uses the risk analysis methods of project risk management, to integrate the particularity of electric power project, and combines with the specific circumstances and environment of the region, including the construction scale, system scheme, site selection, engineering planning, system communication engineering planning, and investment estimation, to finally classify risk according to risk forms in various stages of the project construction, and identify as well as evaluate the Simatai35kV power transmission and transformation project. Based on the risk preference of project managers regarding different risks, risk measurement function model was established and calculation was made for risk value to sort from big to small.According to the calculated significant risk, feasible risk control measures are formulated,to provide reference for perfecting the risk management of Simatai35kV power transmission and transformation project.
