Study On Investment Decision Methods And Application For Logistics Port BOT Project

The logistics industry has developed rapidly in recent years in China. Theconstruction of Logistics port can not only effectively solve traffic congestion problems,and can bring development of domestic and international trades. However thedevelopment of scientific technology and management theory is still relatively slow, inaddition to the financial investment is not deep enough, so the choice of financing modeon port logistics, BOT model has become the trend of the project construction.Investment and construction logistics port project is an initiative benefits the country.Ithas great significance in conserve resources, improve the ecological environment andachieve sustainable economic and social development of our country At the same time,in the study of the logistics port BOT project investment decision of both in the interestsof all stakeholder needs, so that all the stakeholders are realize financial feasible, and hisown benefit maximization, thus logistics port BOT project success operation. The paperis based on the analysis of the interests’ demand of main stakeholders of logistics portBOT project, combining the characteristic of investment of logistics port BOT project,attempt to balance their interests of the host government, the shareholder, projectcompany, the constructor and the operator, set up an investment decision system tosatisfy the main stakeholders, and providing a solution for the investment decision ofBOT project.This paper is divided into five parts. The first part analyzes the development of thelogistics port BOT model, based on this proposed theoretical and practical value oflogistics port BOT model, the final states the study plan, study content framework andinnovations.The second part introduces the theory and characteristics of logistics portand operational processes of BOT projects, and describes the characteristics of thelogistics port investment feasibility and the applying of BOT financialing model to theport logistics. The third part detailed analysis the interest concerns and their risks of theselected five main stakeholders in the logistics port BOT projects，and establishes a setof investment evaluation system from the different angle of the main stakeholder, Itproviding investment decision-making basis for participation project. The forth part, thepaper makes the instance analysis to the BaisSha logistics port BOT project of JiangJindistrict of ChongQing city according to investmemt decisions system.The fifth part ofthis paper gives a summary of the research conclusions and problems needed futher research.
