With the accelerated pace of urbanization in China, the rural urbanization alsocreated tremendous opportunities and challenges for construction, market size, scopeand openness of construction are slowly expanding,project increasingly complex.Competition is increasing and regulatory system is yet improving by step. System ofindicators and contract management become more rigorous, including related laborlaw system, the development of new technology companies and institutional changeare becoming more international. The key to reform is management, mainly reflectedin the management of construction project. And construction management ultimatelyreflected in the construction design. Since the complexities of construction,organization design of construction analyzes the characteristics of the project, andproposes the whole construction process, use modern techniques and methods ofmanagement to the whole process of planning, organizing, coordination and control toachieve the rational allocation of resources, the construction in order, rationalcombination of factors of production and the improvement of production efficiency.Besides, it is important to make reasonable arrangements for production materials,construction equipment, personnel allocation, machinery and equipment and tocoordinate the relationship among all construction participants, and the relationshipbetween each process of construction and the total flow, so that the constructioncarried out in the most satisfactory way, and ultimately get the best value for money.In preparing the construction organization design or alternative, it is not only tofollow the objective reality but also meet the requirements of advance and scientific.If in accordance with the fuzzy concept to distinguish the master-slave relationship ofeach index, schedule, quality and cost are three very important indicators, all thedesign, layout, supplies and distribution of construction materials, equipmentinstallation, office location should serve the three important specifications. Thusduring the program selection, not only the quantitative analysis of constructionprogram is necessary, but also the regional level as well as the tender requirements ofconstruction is needed.During analysis of quantitative indicators in the construction design, the selectedindicators must be comprehensive, systematic, availability, representativeness,practicability. In order to distinguish prioritize relations and the function of eachindicator on the target, select the multi-level fuzzy comprehensive evaluation methodas a way to evaluate and analyze the design of construction organization about a smallfactory in the capital city of Cullen in Inner Mongolia Hohhot. According to theanalysis process and results of evaluation, find the inadequacies of solutions, andpropose measures and methods about the optimization of construction organization design.Construction design can be a scientific and normal guidance and constraint forthe construction, and of great significance for its smooth proceeding. This papermakes a comprehensive evaluation for the project construction based on the characterof design and engineering example. After reading literatures, we select six importantfactors from different aspects, combined with the conditions and target of theengineering project, including staffing, major construction program, quality andsafety assurance measures, construction schedule, construction cost, environmentalimpact etc. six indicators and established two-level system diagram of constructiondesign. By consulting experts, make empowerments for all indicators and calculatevarious membership values of them, then sort out evaluation results of constructiondesign. Finally, according to the evaluation results and the corresponding standard ofindicators, proposed optimization measures from the aspects of quality assurancesystem, construction of the organization’s management and control, advancedconstruction technologies, the establishment of evaluation system.
