With the intensification of urbanization it is estimated that by the end of the “12thfive-year plan” period,the proportion of Chinese urban population will rise to around60%; there will be about360million people moving from rural to urban areas. Suchan influx of population into cities will inevitably bring about changes in the mode ofproduction and people’s lifestyle and will directly lead to the rapid growth of the scaleof construction. The construction of the City New District has obtained the approvalof the State Council in2011and is currently at the stage of regulatory detailedplanning; the construction of the various projects has been brought up on the agenda.The municipal government has put forward such construction standards of an"international eco-town" as “modern, garden-style and low-carbon, which hasprovided a tremendous opportunity and potential for the development of eco-greenbuildings. Green Building construction in China is still at an early stage ofdevelopment; some systems of policies and standards are still in the stage ofconstantly improving.On the basis of the overview and comparison of domestic and foreign Eco GreenBuilding Evaluation Standard System,this paper sums up the advantages andlimitations of the current domestic and international ecological green buildingevaluation system. Based on this and viewed from the perspective of full life cycle,this paper presents the evaluation index system which is suitable for eco GreenBuildings in China’s new urban areas. The index system proposes a comprehensivebenefits evaluation model for the ecological green building system and it is dividedinto two parts: the qualitative and quantitative. The indicators of the quantitativeportion are from the financial statements of the project; the qualitative data are fromthe author’s research report. Finally, combined with such actual factors as localgeology,hydrology,climate and other conditions in New District and consultingnational and provincial green building evaluation and design standards, this papergives a systematic analysis of a variety of factors and conditions of the construction ofecological green building in the process of new district construction. Through acomprehensive evaluation and an analysis of and research on eco Green Building inthe construction of New District, this paper has drawn an ecological green buildingevaluation index. The results of this study will provide an appropriate guidance for viability andoperability of New Eco Green Building so as to avoid the blindness of the projectconstruction. It can also serve as policies and proposals for the Eco Green Building inthe construction and development of the new district.
