Research On The Sustainable Evaluation System For Urban Renewal

Urban renewal is a complex process that involves a lot of things, including theinstitutional norms, the developing of economy, multiple stakeholders and theconstruction of harmonious society. Therefore, constructing one sustainable evaluationsystem for urban renewal is very necessary. However, even though some scholars havealready constructed the evaluation system for urban renewal, there is little study focusedon the sustainability, and the systems that these scholars constructed are very tedious, andthere is too much dependence between indexes.After expounding the current situation and problems of urban renewal, this studyscreening the indexes to three dimensionalities, including the environment, society andeconomy, based on the concept of sustainability, and then construct the comprehensiveevaluation system. Besides, this study also combines the background of one case toweight the indexes, in order to select the appropriate renewal mode and provides somesuggestions about how to increase the sustainable benefits.(1) As the developing of city, urban renewal is a very necessary link for urbanization,but we cannot reconstruct the old areas without thinking. We should notice the charactersof the renewal region in advance and analyze the problem so that we can find theaccurate mold for urban renewal. The target of urban renewal should be same with that ofsustainability development.(2) According to the results of scholars and some data from surveys, this studyconcludes34indexes and uses the SPSS software to analyze the principal component foreconomy, environment and society. This behavior not only simplifies the indexes, butalso weakens the dependency between them to make the evaluation system becomesmore accurate.(3) Constructing the evaluation system for urban renewal, and combining thebackground of one case to weight the indexes. The result shows that the case shouldadopt the Repair and Reconstruction Model, and that the weight of society is the higherthan that of environment than that of economy. The five most influential indexes are housing and environment, the inheritance and renewal of the city’s style, the colorful ofresidents’ life, the employment situation and the influence of city’s landscape.(4) Based on the sustainable evaluation system for urban renewal, this studyprovides five suggestions that can increase the comprehensive profits in the process ofurban renewal. The first point is that using the incremental development model. Thesecond point is that using multiple measures to balance the profits among stakeholders.The third point is that the government should plan as a whole, and at the same time urbanrenewal should base on the leading of market and participation of citizen. The fourthpoint is that adopting the accurate way to balance the fund. The last point is thatprotecting the environment.
