Research On The Strategy Of Sustainable Urban Renewal Based On The Target Of Multi-win

Urban renewal is an important issue in the process of urban development. Sincethe modern cities which followed the industrial revolution came into being, urbanrenewal went hand in hand, facing different problems in different historical periods,and the theory of urban renewal continuously improved based on the practice. Sincethe land market appeared in1990s, urban renewal in China gradually entered themarket-oriented track. Since the implementation is hasty and the market-orientedpolicies and mechanisms are imperfect, our urban spreads with a kind of extensivemarket-driven renewal mode, that developers interested in short-term high-return,one-time investment and financial recovery, which leads to the development of asingle species, a severe shortage of public facilities, the destruction of the long-termgoal of urban context and spatial development. The government takes the attitude ofaccommodation and compromise for developers in order to ensure a lot of money forurban renewal. This kind of urban renewal mode makes serious harm to the publicinterest of the city.As the study pointed out, the goal to achieve a win-win situation is an inevitabledirection of the transformation for the urban renewal mode. The study intends to finda way, which is sustainable urban renewal strategy, to achieve the target of win-winsituation through the research of opportunity which is land of economic externality.The strategy includes the urban renewal space design protection program and itsimplementation strategy. The paper introduces urban renewal catalyst theory in theurban renewal design, and puts forward the catalyst space system and its designmethod innovatively, to solve a wide range of complex problems as heavy task forurban renewal and renewal timing. Since it makes full use of the economic externalityof the land of the old city, the strategy provides a new way of thinking for the urbanrenewal program design. In the sustainable urban renewal program implementationstrategy, the paper introduces the strategy of the land bank transfer, catalyst andindustrial in advance, urban renewal unit system and multi-total build, and conductsinnovation and development for the theory to make it become a strong guarantee forthe smooth implementation of urban renewal program under the guidance of thecatalyst theory. The study takes urban renewal for Hengshui City as an example, details theprocess of the application of the sustainable urban renewal strategy based on themulti-win-win goal. The process concludes the endowments research on the old townof Hengshui, the catalyst selection and the space off for the channel, the design of thecatalyst space system and community space, the implementation of a series ofprotection strategies as renewal unit system, which obtain the satisfactory results. It isuseful exploration for the sustainable urban renewal strategy applied to the concretepractice. It establishes a paradigm of urban renewal mode available for popularization.This study, the above theory innovation and practical test, provides a reference toresolve the conflict of interests in urban renewal, to achieve the goal of win-winsituation and the sustainable development of urban space.
