The bidding system is a common mode of the construction project in theinternational and domestic construction engineering project, its importantcharacteristics are open, fair and just. It can make participants behavior more standardand safe, effectively guarantee the quality of the engineering and significantlyimprove the investment benefit of construction projects. Bidding evaluation is themost important part of construction project bidding activities, the result plays anextremely important role in the whole project implementation. Through strictevaluation process, using scientific and reasonable evaluation method, the bid winnercan be finally determined. It can effectively control project cost, but also ensures thatthe quality of the project. Currently, the development of the construction projectbidding system is still immature and the bid evaluation method research lags behind.There are a lot of shortcomings in the traditional method of bidding evaluation. Theyaffect the bidding work to make scientific decisions. Therefore, according to the needfor improving the theory of bidding evaluation, this paper is based on system analysis,uses the gray relational grade to determine the evaluation index system and set up theevaluation model of the unascertained measurement to build an evaluation decisionmodel. This paper provide a reference for further study on bidding evaluation methodand model.Based on the bidding evaluation in construction project, this paper introducestheories of the construction project bidding and bidding evaluation, analysis thecurrent evaluation methods and their advantages and disadvantages and summarizes alot of research on the evaluation model. Based on the analysis of influencing factors,the article applies the gray correlation degree to simplify indicators in order toestablish a comprehensive and reasonable index system. Then this paper seeks tobuild a new bidding evaluation model by introducing a DEA cross-efficiency methodwith alternative secondary functions. The basic idea is to impose commercial standardas target and technical data as constrained condition.
