China’s energy consumption per unit output is higher, so saving energy and reducing energy consumption is the top priority. With enormous energy consumption, construction industry faces a huge task of energy saving. Although China has proposed the national goal of reducing energy consumption per unit output in construction industry, a decomposition scheme for different areas has not been put forward.Housing industrialization is an important way to achieve construction energy-saving goal. This paper summarized the construction technology system of housing industrialization, contrasted industrialization construction methods with traditional construction methods, presented the advantages of energy saving and constraints of housing industrialization development. From the view of promoting construction energy-saving relying on housing industrialization, high cost of construction at the early stage of industrialization would surely raise higher requirements for economic strength of construction enterprises.For the regional decomposition problem of China’s construction energy-saving goal, energy-saving ability, and energy-saving potential and energy-saving responsibility should be considered comprehensively. It’s the most reasonable that the three indicators are measured by average total profits of construction enterprises, energy consumption per unit output of construction and accumulative total energy consumption of construction. Taking the above three indicators as parameters, this paper built the regional decomposition model of construction energy-saving goal, selecting East China as the empirical research objects, to explore the energy-saving obligation of construction in six areas, based on different allocation of parameter weight from equilibrium, ability preference, potential preference and responsibility preference.Finally, counting and contrasting energy consumption data between traditional construction and industrial construction in the construction of exterior wall, floor and decoration, analyzing the energy-saving efficiency of housing industrialization, the paper proposed implementation strategies for energy-saving target of construction from housing industrialization perspective.
