Duration delay in the construction of our country has become a more commonphenomenon. Due to the particularity of public construction projects, many of the timedelay effect factors influence each other. And the relationship is complex, which causedtime delay great difficulties to control the public construction projects.This paper analyzes the domestic and foreign research on influence factors of timedelay on the in-depth literature review, identified70public construction projects delaytime factors, combined with the characteristics of public construction projects,constructed the public construction project time delay schedule factors system, using theLVR theory and expert scoring method to get the public construction project time delayfactor fishbone diagram, get the key factors which were influencing the key research ofthis paper refers to. Comparison analysis of a direct impact on the relationship of thesefactors, calculated adjacency matrix and reach ability matrix corresponding, byperforming hierarchical division of each influencing factor, constructed theory model ofkey influencing factors on public construction projects delay model explained by thestructure of public. By using the matrix multiplication effect on classification method onpublic construction project delays, this paper studied and analyzed indirect influencefactors deeply. The collection of public construction projects through the questionnairedata, verify the relationship between public construction project delays affecting factorsin the theoretical model of the factors, and operating the reliability analysis. Thetheoretical model for the initial structural equation model based on the key factorsaffecting the public construction project time limit for a project is constructed, andthrough the AMOSS18software to evaluate the initial structural equatio n model, through the17model updating, to get the final public construction project delay time ofkey structural equation model on the factors, carries on the explanation to the model,put forward the corresponding the progress control measures. The effectiveness of theframework is tested by using Xi’an North Railway Station as an example to verify themodel.
