China’s rapid urbanization and residents’economic activity increasing lead to a rapid growth of traffic demand in recent years. In the mean time, economy development and travel distance increasing cause the motorization of urban traffic structure. These two things result in poor urban traffic operation efficiency, and irrational urban traffic structure intensifies the conflict between supply and demand. There are two different development modes, one is personal transports dominant mode, the other is public transports dominant mode. So that the study on our country’s suitable development direction of urban traffic structure becomes particularly urgent.Firstly, this paper introduces the connotation and influencing factors of urban traffic structure and operating efficiency, and proposes a virtuous cycle between them to find foothold of urban traffic structure optimization through in-depth analysis of their relationship. Secondly, this paper establishes index system including transportation infrastructure configuration and transport ownership and usage, and evaluates urban traffic operation efficiency using entropy-fuzzy comprehensive evaluation method. Thirdly, this paper builds multi-objective linear programming model for urban traffic structure optimization in order to seek the best urban traffic operating efficiency, the objective functions is set from the perspectives of travelers, managers and society, and the constraints are travel demand, the capacity of road network, construction funds, travel time, energy consumption, environmental capacity, and development scale. Finally, taking Beijing center city’s traffic structure as an example, after optimization the ground public transit and subway share more than 60% of day trips in 2020. Efficiency evaluation result shows a significant improvement in such urban traffic structure, and the development of public transport system is an effective way to relieve urban traffic problems.
