The climate change has a serious impact on the water resources system which human survival depends on. Along with the urbanization development,human transformation of nature has intensified the impact of climate change on water resources system, such a background promoted people to focus on the research of the water resource adaptive climate change capacity. Beijing as a megacity which extreme lack of water, the contradiction between supply and demand of water resource become more serious under the dual pressures of population growth and climate change. This study focuses on the water resource system of Beijing,and the main research targets include:We establish a set of methods of water resource adaptive capacity evaluation for Beijing and other area’s reference, and lay the foundation for further adaptation research. Besides, we establish a framework of the evaluation for Beijing water resource adaptive climate change capacity, provide the reference in terms of indicators for other research of evaluation and use the framework to preliminary evaluate the adaptive capacity of water resources in Beijing. Finally, researcher put forward urban water resources adaptability recommendations for Bejing according to the assessment results. In the long run, this study also laid the foundation to establish the water resources adaptive capacity information data platform of Beijing and prepare for long-term research on climate change.Due to the cases for the study for the evaluation for Beijing water resource adaptive climate change capacity are not so much, and we lack specific index system and research methods which can be referenced, therefore researchers draw lessons from the related indicators which is from the vulnerability assessment of water resources, urban sustainable capacity evaluation and the evaluation of the agricultural adaptive capacity to climate change and so on, exploring and establishing the evaluation methods of Beijing’s water resources adaptive capacity to climate change. This research mainly includes the following content:A three dimensional adaptability evaluation index system including water supply,water demand and water quality was established through the study to research regional situation, identify the impact of urbanization on water resources and find out the risk factors. After a series of research steps including index optimization, test evaluation, assessment review, quadratic optimization, a complete set of the adaptive capacity evaluation index system of urban water resources was established. The Fuzzy multiple attribute decision making(Fuzzy TOPSIS) method was innovative introduced to adaptability evaluation of water resources. Using the advantage of triangular fuzzy number to imitate the fuzzy attribute of indicators in consideration of multiple attributes(indicators). Finally, the expert review of the evaluation results show that the method based on objective data with fuzzy evaluation have the ability to assess the urban water resources adaptive capacity to climate change.According to the results of Beijing’s water resource adaptability evaluation we can conclude that there is a large development gap of water resource adaptive capacity in 11 study areas and significant imbalance in the distribution of resources and talent,In addition,the urban has a more obvious advantages than rural areas. In the last, the article put forward further adaptation measures In order to improve the water resource adaptive capacity to climate change of Bejing.
