With the sustained and stable development of the economy of coastal area, the security of their respective waters has also been unprecedented attention. The channel of port is a subsystem of the maritime traffic system, and it’s all dependent on safety assessment of risk implied by system, loses and risk values people can accept. Along with the changes of shipping situation and operating environment, it has been difficult to ensure the safety of navigation just relying on efforts of individuals. It means that the mariner not only consider the issue from the bridge, but also observe the environment from themselves, ship and the situation around him.This paper tries to make a summary of the institute involved and divide the safety evaluation into static and dynamic evaluation methods, then achieve the comprehensive evaluation taking advantages of the complementary strengths and weaknesses based on the evaluation of "ship-environment" relationship of the marine traffic system engineering. The static evaluation corresponding to hidden risk does only consider the relationship between various factors and the factors constitute a system of inter-meets safety requirements, otherwise, the dynamic evaluation does only consider the degree of risk due to ship maneuvering. In order to calculate the value of evaluation index, the paper introduces DHGF model to complete the calculation of hidden index and conducts the calculation of risk index based on controlled system and simulation tests, then assigns the weights for hidden and risk index to complete the comprehensive evaluation index value.Described by some examples, the method of comprehensive evaluation can overcome the limitations of both static and dynamic evaluation assessment themselves to some extent. It’s feasible for the method to assess the impact of existing and improved operating environment for navigation.
