Study On Application Of FSA In Anchoring Safety

Anchoring is a link of the operation of shipping, anchoring safety or not is closely related to the ship and the life of crews. As the ship continue to be large and specialized, the tonnage of ship and the number of ship especially the aging ship increasing, led to crowded anchorage and the strength of the hull decreased .All these make the anchoring condition more and more complex, greatly increasing the risk degree of anchoring safety. Especially in recent years, the shipping market is depressed, more and more ships are at outage or semi-outage state, which further exacerbated the dangerous condition of anchoring ship. Therefore, we need to research on the safety of anchoring, then determine the appropriate evaluation method and provide assessment results which personnel can reference of.Against the ground of researching the related literatures, this paper attempts to evaluate the anchoring safety using the FSA (Formal Safety Assessment) method. The influenced factors of anchoring safety are divided into 3 parts, which are discussed in detail in this paper. Then we use the APH theory and the investigation method to determine the weights. Through researching of the unascertained mathematics theory and using unascertained mathematics method to establish the unascertained evaluation model of anchoring safety,We can solve the problem that some influenced factors of anchoring safety are unascertained and enrich the evaluation model of anchoring safety. Then this paper use two ships as an example to verify the evaluation model and use C++ language according to the design of mathematical evaluation model related above to develop and design evaluation software, which is convenient to use. Then put forward the relevant suggestions of anchoring safety according to the research content and the simple alternative method of using AHP for cost and effect analysis.This paper is the preliminary attempt of the application of FSA method in anchoring safety evaluation, which can provide a reference for the later relative study. At the same time, the research results of this paper can provide certain reference for personnel when evaluating anchoring safety.
