With sustained rapid growth in economy and rising living standards, people owning Private cars has become a hot topic to talk about. Private car is the inevitable result of social and economic developing, is irreversible historical necessity. However, Private cars are rapid spreading all over the urban. Because lacking of consideration about parking problems at the beginning of the planning, private cars swarm into older residential areas built before 2000 s. Parking problem has great affect on the environment and the resident neighborhood life. How to solve the older residential areas parking problems, and establish a harmonious living environment for people and vehicles, is the most urgent task for us.This paper aims to solve the real parking problems of older residential areas. First of all, the paper analyzed the current situation of the older residential areas parking problems and the parking behavior characteristics of drivers. Proposed the concept of parking choice behavior latent variables constructed SEM-logit integrated latent variable models and significant interaction of variables, and the solution of the model were studied. Secondly, the paper for the general day-old district parking idle current situation night sellout, this chapter introduces the "Stop Sharing(SPAT)" Parking advanced planning concepts, based on the establishment of a "SPAT" parking demand forecasting Correction. Then, the paper summarizes the current domestic several common types of mechanical parking facilities, basic operating principles, advantages and disadvantages of the basic performance parameters, we propose two rounds of selection methods parking facilities suitable for the characteristics of the old district. Thesis established based on gray relational model of decision-making and selection ANP theory, and with the Super-Decision software get the final result. Finally, the actual planning and design of the case, the static analysis of the old district transportation system organization design point.The paper used the methods of actual survey and data collection, the research isn’t only including previous studies but also containing summarized and presented practical research strategies and methods. Combined with a large number of first-hand research data, used the experience at home and abroad for reference, proposed Old district parking facility setting method of stereoscopic parking facilities in the older residential areas. The fundamental goal of this study is to provide useful ways of thinking and solutions for building stereoscopic parking facilities in the older residential areas.
