For a long time, most of our railway lines adopted the mode of mixed running, the difference of the speed between passenger and freight trains had a significant impact on efficiency and capacity. With the planning and construction of high-speed railway, the transportation capacity of railway will be improved. Especially with the transfer of EMU and other passenger trains, the separation of passenger and freight lines will gradually be real. Under the condition, the existing line faces a changing transportation market and its market positioning of transportation products should make the appropriate changes, thus the species and speed difference of passenger trains on existing lines should be decreased to reduce the waste of capacity and transport resources. So it is very important to research the speed matching problem of passenger and freight trains on existing lines after the release of transport capacity.Based on this background and the existing research results, combining the feature of existing line’s transport organization after the release of capacity, this text analyzes the related decision problems of speed target value and its influence factors and certainty principles, and states some related concepts of speed matching. The research on the relationship between of speed and capacity and market competitiveness provides a basis for the subsequent research.On the basis of analyzing the impact on train diagram structure of different speed matching schemes, the text introduces related notions about heterogeneity, and builds a model to calculate capacity based on the train diagram heterogeneity, which aims at the maximum capacity, but be limited of running time and train numbers and ratios. Finally, it takes "Chibi-Yueyangbei" railway section as a study example, calculates passenger flow share rate by the survey data and analyzes the selection of speed target value for passenger trains should be 120km/h and 160km/h from the perspective of passenger demand and market share, calculates the capacity for three kinds of speed matching schemes. Combining the above two aspects to work out the reasonable speed matching scheme for section "Chibi-Yueyangbei" after the release of capacity: suggesting that the speed of passenger train is 120km/h and 160km/h, and the speed of freight trains should give priority to 80km/h, and increase express freight trains of 120km/h according to the market needs.
