The Strategy Of Transformation From Railway Freight Station To Railway Modern Logistics Center

Since being in the traditional planned economy system for a long time, people in the railway freight enterprise system maintained the image as a "rail boss".Recently, with the continuous improvement of people’s living standards and social economic level, the means of production and people’s material demand is also increasing, stimulating the field of logistics. Because of the specialty of geographic environment of China, the natural inland waterway system is not good enough. And for a long time, railway transport plays a role of the backbone of transportation industry in our country. Facing severe competition of global development of transportation, all countries in the world are scrambling for adjusting the pattern of transportation, multimodal transport and so on, to reduce costs and improve its competitiveness. Moreover, China’s railway has to face the severe competition from global transportation especially after being a member of WTO. In order to improve the competitiveness and maintain the role as a backbone of transportation in China and Chinese government promulgated some relevant policies. During the reform railway transport of freight,there’s no way to improve our competitiveness unlessto combine the theory of railway and logistics, set up high level of railway modern logistics center,improve the effectiveness of production of transportation.In this paper, it analyzed the present situation of railway modern logistics center, finding out railway cargo transportation’s advantages and disadvantage and giving the reason for the necessity and feasibility of the construction of railway modern logistics center. Then, the paper introduce the theory and the usage of modern logistics in the world, and find the way to definite the function and target of railway modern logistics center via comparing the difference between railway modern logistics center and railway freight station, other normal logistic center. Later, in the article it expounds the strategy and the condition demand for the transformation of railway freight station to the railway logistics center. Finally the paper will explain the detail of method for the transformation, including IT technology, talent strategy, policy establishment and service providing and so on. At the end of the article, the paper will give a real example of transformation of Baotou freight station, and analyze the strategies in order to help the railway modern logistic center be in motion as soon as possible.
