Transporting Engineering is considered to be a huge and complex system. It has the features of large one-time investment, long recovery cycle and complicated investment management. The factors that impact the cost control are quite miscellaneous. As a branch of the transporting engineering, besides all the features mentioned above, port and fairway project also has the characteristics that its construction process is easily affected by the nature and water workload is relatively heavy. The constraint of diverse factors made the process of port and fairway project cost control unusually complicated.By comparing the management of project cost control both here and abroad, this paper discusses the domestic situation of cost control management and analyzes existing problems. The principles and features of scientific theories like Value Engineering and Total Cost Management are introduced in this paper, and their application in each cost control stage in order to strengthen cost control effect are also being discussed. Then, according to the research idea from investment decision-making phase-design phase-bidding stage-construction stage to accounts settlements for completed project, study the different stages respectively. The paper takes prohibited bypass reconstruction project in Haining downtown as an example and analyzes different bypass schemes from the perspective of capital investment, fairway transporting function, construction difficulty, pressure on road transporting and other aspects. After comprehensive evaluation, we come up with some corresponding suggestions for the project.This research will provide strong theoretical basis for the government construction management department and other related construction units to promote their work on project cost control management.
