| The port construction has the characteristics of large investment,long period of construction and the influence of natural factors,this thesis introduces the current port construction with long construction period and large investment scale and the construction process of many participants lead to problems in terms of cost control,there are technology and the cost of the separation phenomenon in port construction planning and design stage,lead to ignore too much emphasis on the function of the cost.The cost control research of the port construction is carried out with the Value Engineering which can control the cost and obtain the maxium economic benefit when the functional demand is achieved.By reading a large number of documents I found that at present most of the Value Engineering is applied to the onshore construction cost control,only a small number of application in the port construction,and the application in port construction is limited to a certain stage,only draw index weight in expert scoring way,there is strong subjectivity and lack of rigorous.Mathematical model in this thesis is combined with Value Engineering expert scoring,analytic hierarchy process(ahp)and entropy weight method,the result data have both subjectivity,objectivity and more persuasive.Port construction from the planning stage of decision-making,design scheme selection and construction phase of management,every link of relationship between the level of the entire project cost,therefore based on the research of scholars,this thesis puts forward the project planning,design and construction process of port project use the Value Engineering model to control the cost.The main research contents of this thesis are as follows:1.This thesis has introduced working procedure and auxiliary mathematical method of Value Engineering and establishes the mathematical model of Value Engineering.2.This thesis has summarised the main work contents of the port construction and organized the problems of planning,design and construction about cost control with specific solutions.3.This thesis is Based on the concrete engineering cases,the Value Engineering mathematical model has constructed in this thesis is used to control the cost.Theplanning stage is a selecting of port site,designing stage is the choice of wharf structure,construction stage involves the material supplier problem.By comparing the Value Engineering model with the calculated results of the project,the results show that the mathematical model established in this thesis is correct and feasible.4.In the end,the thesis has collected the data of a project construction in the coastal port area of yancheng,jiangsu province,used the Value Engineering model to carry out the planning and design stage of the cost control.Screening function evaluation indicators and designing expert scoring table,invited 20 experts in the port project area to grade the project,through the calculation of mathematical model,the ideal result is consistent with the actual project.It is proved that the mathematical model constructed in this thesis has practical operability and can be used as a means of controlling the cost of port project also has a good prospect of market application. |
