Now, more and more construction projects were made with large-scale design, long construction period, high cost and plurality of main comparison in the construction stage, as while, with the low threshold, construction market became more competitive, which leading to more smaller profits construction companies earned. In order to save costs and increase profits, construction companies often ignored quality. But with the improving of China’s legal community, our building codes were more perfect, which not only help regulate the construction market, but also make building acts perfect. When the quality of construction was ignored, causing the quality of legal risk, "People’s Republic of China Construction Law", "Construction Quality Management Regulations", "housing construction and municipal infrastructure project quality supervision and management regulations" and other laws and regulations would punish them. During the construction phase, once the quality of legal was risk, companies passively would accept the punishment of legal provisions, so attention must be paid to quality of legal risk, improving legal risk prevention capability to resist risks.Firstly, under the provisions of laws and regulations of construction, using Delphi method and virtual team technology risk identification method, eighteen legal risk factors of quality were recognized, and according to the technical risk, management risk, organizational risk, natural risk, these factors were put together to establish index system of Evaluation of legal risk factors of quality in the construction stage. But the evaluating indicator was Fuzzy and qualitative, so each evaluation factors and overall project quality legal risk were evaluated by fuzzy network analysis. Then were evaluated for each evaluation factors and overall project quality legal risk, then the importance of the use of integrated programming language rights VB2010 fuzzy analytic network process re-calculation of each element, a comparison between the elements the possibility and extent of the importance of each element is important in the calculation of other elements were programmed to re-calculate the right model greatly simplifies the process to facilitate the process of construction enterprises in application. Based on the fuzzy analytic network process, each evaluation factors and overall project quality legal risk were divided into seven grades by evaluation result, and given the relative strategies. Finally, with a case on Network analysis of the fuzzy quality of legal risks being validated in the stage of construction, proving the effectiveness, scientificalness and practicality of this method.In a word, an index system of legal risk factors was established, which providing the basis and reference to prevent legal risk of quality in the construction stage. In this paper, risk evaluation methods and coping strategies had a high reference value for constructionenterprises, made some contribution to the study of legal risk of quality, and also provided new research ideas for future research scholars in this field.
