Since the first traffic separation scheme was adopted in Dover Strait between Britain and France in 1976, traffic separation schemes have played a great role in improving the navigation environment, reducing traffic accidents, enhancing the navi-gation efficiency, ensuring the safety of life at sea, strenghening marine environment protection and promoting socio-economic developments and were widely recognized by the international community. More and more traffic separation schemes have been implemented after that. This paper studied 110 cases of the world's traffic separation scheme and detailedly analyzed the principles and standards of design and planning, establishment methods, design considerations and technical elements for the traffic lane in reference to "General Provisions on ships' routing" of IMO. And then the paper researched on other routeing forms such as precautionary area,roundabout and inshore traffic zone, which are supporting sets of traffic separation schemes. Some referrible conclusions were got after the research.On the basis of the research findings on the law of traffic separation schemes and making the strait (channel) traffic separation scheme as the target, the paper made the synthetical evaluation on the navigation environment safety of the traffic lane waters. And then a comprehensive evaluation system was established by analyzing the results of questionaire survey and the research findings of foreign and domestic experts on the navigation environment safety in navigable waters. Based on the widely-used expert judgment matrix of Analytic Hierarchy Process, the paper obtained the weights of evaluation indexes using combined weight method which combines subjective assign-ment method and objective assignment method, and then made the evaluation system intelligent by writting programs of judgement matrix's consistency test and the method of combined weights using the software of MATLAB. After introducting the set-pair analysis theory of Connection Mathematics to the field of marine traffic, the paper es- tablished risk grading standards for the evaluation indexes and constructed mul-ti-connection number comprehensive evaluation model for the navigation environment risk degree through dealing with questionnaires. Then the paper made comprehensive evaluation and state power analyse on the navigation environment safety of the traffic separation schemes in Singapore Strait, Yantai Changshan Channel and Dalian Laoti-eshan Channel using the set-pair model. The paper analyzed and compared the strait (channel) traffic separation schemes, and intended to provide decision-making refer-ences to the authorities for improving the navigation environment of traffic separation schemes in our country.
