Since the "Twelve Five", socio-economic of China has been developing rapidly underthe impetus of the industrialization process. People’s living standards have been greatlyimproved. Meanwhile, the economic development and improvement of living standardsproduce more demand for energy.Hegang located in the northeast of Heilongjiang Province. It’s rich in natural resources.Recently the economy of Hegang has been developing rapidly. The above-scale industrialenterprises added value of4.45billion yuan of the city. Local above-scale industrialenterprises added390million yuan of profits and taxes. Hegang City is an important coalproduction base in the eastern province. It has now developed into a coal industrial system.With the development of the coal industry, coal finishing and coal byproducts, Hegang citygovernment has attached importance to the comprehensive utilization of cogeneration andheating district in urban areas. With the implementation of the policy of National revitalizingnortheast old industrial base, Hegang City building the circular economy industrial chainwhich dominated by coal to turn waste into treasure. To carry coal gangue power generation,integration of comprehensive development and utilization of building materials, Hegangwill build the project of green energy demonstration, which the project of the second stageexpansion of gangue power plant include in.The project using domestic critical heating unit is able to solve urban heating andimprove the environment, while achieving a comprehensive utilization of resources. Projectuses670t/h circulating flowed bed boiler, due to whose unique cycle combustion for coalgangue, low-quality coal combustion can be stabilized. There is high combustion efficiencyby adding limestone to the furnace of boiler, low temperature combustion and controlling ofemissions of NOx formation. Project adheres to the principle of "one multi-purpose water,cascade use, re-use".A large number of coal mine drainage water, plant sewage treatmentplant. The use of all waste save clean water as much as possible. To achieve the goal of nopollution, no waste water discharge and fully utilization of water, project adopts a jointconstruction, which combines subsidiary, ancillary buildings centralized arrangement, thecompression plant and land use and land measures, covering indicators better than national standards.The project of the second stage expansion of gangue power in line with the country’senergy policy, industrial policy and environmental policy. To accelerate the construction ofurban infrastructure, improve the urban environment, reduce energy consumption,economical use of land, waste water utilization, as well as industrial optimization andintegration, industrial upgrading and optimization of resources, the establishment of circulareconomy industrial chain has a positive effect.
