In the recent years, with China urbanization process is accelerating, the contradiction between the construction industries of the high energy consuming and environment have become increasingly prominent. How to balance the relationship between tense construction land and housing needs of people, how to coordinate the relationship between the rapid construction and the quality of construction, is the problem of our strong focus on resolving. In this case, it is an effective way that the Green building can solve the contradiction between the development and the failure.In2006, China promulgated the "Evaluation standard for green building", it promote the development of green building to the standardization and marketization. Since the implementation of "standard" in2008, by the end of2013, it has1260projects through the evaluation of the standard. The green building assessment in China is still at the initial stage of development, therefore, whether the existing evaluation system and the language projects, are to be further refined and improved. So, this paper selects the festival and the outdoor environment index of the "standard". And it attempts to summed up the suitable portfolio model of the kind of the index,sortting out and analysis of the practice of the indexes in the cold area.And it hopes that to provide some certain reference and basis for the relevant construction personnel through this way.This paper is divided into five chapters. In the first chapter, it is briefly described the background and significance firstly, and then it reviewed the development situation of the domestic and foreign green building and green building assessment system. After that,the range of study is reduced from the nationwide to the cold regions. At last, it briefly explained the relevant concepts and the.In the second chapter, it cards the basic content anddevelopment the "Evaluation standard for green building" and the festival and the outdoor environment indicators firstly. On this basis, through the classification statistics of the evaluating projects, it summarized the distribution and the influencing factors of the green construction in china. Finally, it conducts a detailed statistical analysis of the one or two or three grade evaluating project in the cold area,in order to find the development and distribution of the green building in the city of different types.At last, according to the rules, it summarized the development direction of the typical city of different types.The third chapter is the key chapter, it divided into two parts of the festival and the outdoor environment index analysis. First,it discussed on the relationship between the indexes and "standard" in the rest of the class. Secondly, based on the condition of climate adaptability principle, the principle of economic rationality, whole life cycle principle and system principle, it analysis on the relationship between different evaluation index entries this kind of. Through the analysis of these two aspects, it summarizes the combination mode of residential buildings and public buildings of the implementation process of the index.
