In the new situation of the complex construction environment and higher levels ofsocial governance requirements, the construction target can not be well realized.Because in the initial stage of this kind of projects, investment is generally higher thansingle-function projects, and from the technical perspective, the project has a certaincomplexity in design and construction, and require the users have certain technicalrequirements.
