The Well-off Residential Construction Guarantee Mechanism Research Of Towns And Villages

"Housing is the key to realize the well-off". According to the spirit of the central document in2014, the development of institutional mechanisms to improve the integration of urban and rural areas, and gradually improve the living standard of farmers become cracked urbanization "Glass Door" phenomenon weapon. Now, the development of China’s well-off residential construction in some regions is slow, and some built well-off residential engineering exist problems in different degrees. Based on the social background, this article in the National Ministry of Science and Technology plan project-"Villages Livable Communities and Well-off Residential Construction Development Strategy and Safeguard Mechanism Research", tries to analyze the well-off residential construction bottleneck, extracting the factors deeply affecting well-off residential construction process, and based on the establishing and improving the comprehensive well-off residential construction guarantee mechanism. This paper includes the following main content and innovation points:Firstly, in this paper, well-off residential construction process will be divided into the planning, construction and acceptance "three stages" according to the overall process; concluding its’ elements resources as management, capital, land and technology "four aspects"; classified the subjects into the central government, local governments and primary-level organizations, real estate developers, financial institutions and farmers "four subjects".Secondly, by subject and phase double angles, this paper deeply analyzes the problems existing in the current well-off residential construction guarantee mechanism, which is problem of no synergy between multiple subjects and no cohesion between multiple phases. Based on problem solving and guarantee mechanism improving, this article put forward the perfect guarantee mechanism containing the multi-agent collaborative guarantee mechanism and multi-stage bridging guarantee mechanism. This is the core theory of this paper.Thirdly, in order to guarantee the feasibility and effectiveness of the safeguard mechanism, this article takes Tianjin Hua Ming Town as empirical research object. Based on the analysis of "Hua Ming Model" and its’critical success factor, sums up the town’s safe guard mechanism of "Land Change Rooms" model for building a well-off housing. The guarantee mechanism is effective because it implements the multi-agent collaboration and multi-stage cohesion. Finally, this article also put forward five practical measures suggestions for the promotion of Hua Ming Town’s well-off residential construction safeguard mechanism.The innovations of this article is summarizing the constitution of the guarantee mechanism of rural well-off residential construction, including "four kinds of resources","four main subjects" and "three stages"; thus, by analyzing the intrinsic relationship between these elements, with the subject and phase as the research angle of view and with resources as the core elements of safeguard mechanism design, establish the multi-agent collaboration and multi-stage cohesion guarantee mechanism.
