The data released by the World Tourism Organization show that the world has entered the "era of tourism". With the rapid development of the tourism industry and a growing number of tourists poured into the major, some scenic spots have beening overwhelmed. Which also has brought a lot of impact to the towns and villages in the scenic areas. Accompanied by the vigorous development of rural tourism, the problem of the loss of traditional style and features and the excessive commercialization of villages in rural areas have gradually caused the industry and public concern. What is the relations between the villages and towns system and the Scenic Attraction like? How to coordinate the relationship between villages and towns system and the Scenic Attraction? Both of them became worthy of thinking and research.Theoretical significance of this paper is to summarize the rule of the formation and of villages system in the Badaling- Ming Tombs Area and to classify the relationships between the villages and towns system and the Scenic Attraction. The paper riches in the planning theory for the. The actual value of this paper is to propose a new perspective to research villages and towns system in scenic area, which pay close attention to essential aspect of villages and towns system development instead of the limit of administrative boundaries. In the same time, the paper presented sustainable development strategy of villages and towns system in the Badaling- Ming Tombs Scenic Attraction, which provided a useful reference to the similar Scenic Attraction to coordinate the relationships with towns and villages system.The object of the study is the villages and towns system among Badaling- Ming Tombs Scenic Attraction, involving two counties and five towns domains.The idea of the whole paper is following the sequence of development. First, The third chapter research the evolution of villages and towns system, and then in the fourth and fifth chapters shows situation and contradiction of village system. Finally, the village system development strategy is put forward in Chapter VI. The paper is divided into four parts. The first part involving the first and second chapters researches theorys of villages and twons system and scenic area and then proposes the research background, significance and research framework. The second part including third chapter researches the formation and evolution of the villages and towns system in Badaling- Ming Tombs Scenic Area Study formation and evolution.The third part involving the fourth and fifth chapters explores the present situation of villages and towns system development and the present situation of protection of Badaling- Ming Tombs Scenic Attraction, and then summarizes the general characteristics. By classifying the development relationship between the villages and towns system and Badaling- Ming Dynasty Tombs scenic area, the paper discuss on the root of the development conflict, laying the foundation and providing the basis for the proposed strategy. Chapter VI is part IV. On the basis of the study on the development of the relationship and the root of the conflict, the paper proposes five development strategies for villages and towns system in Badaling-Ming Dynasty Tombs scenic area, such as regional integration, residents regulation, protection and utilization, space control and indemnification of Sustainable development. The paper explores the effective ways of coordinated development between the villages and towns system and scenic areas, providing the reference for sustainable development of similar scenic area villages and towns system.
