China has been in an important period to achieve the comprehensive constructionwell-off society and to promote the construction of modernization. Water is not onlythe foundation of natural resource, but also the strategic economic resource. However,the shortage of water resources and water environment deterioration has formed atremendous challenge to sustainable development of economic society. Withdramatically increasing usage of industrial water, China’s contradiction of supply anddemand of water resources becomes even prominent sharper. A scientific evaluationof China’s industrial water saving ability is an effectively resolve the crisis of waterresources and is of great significance in implement water management system.Through the evaluation of water saving, water consumption and water conservation inindustry will be more effectively supervise. According to the evaluation results, theweakness of industrial water saving each will be targeted to improve. And withincentive mechanism, industrial water saving will have a long-term, sustainable effect.On the basis of former scattered industrial water-saving evaluation, this papersystematically collects, analyze and screen useful industrial water-saving evaluationindex and evaluation model. Two sets of industrial water-saving index system aredesigned to two main relevant bodies in this area: the enterprises and the government.And AHP and matter-element evaluation analysis model method are used to evaluatetheir industrial water-saving. This paper compares multi-indexes and double-indexesevaluation system, then based on the evaluation results, the multi-indexes one hasmore advantages. Evaluation of water-saving mechanism is the guarantee of effectiveand ongoing evaluation. So, on the basis of two sets, cost benefit analysis are appliedwithin enterprises and government. By using the theory of game, incentive evaluationsystem to coordinate the evaluation is also designed.The research shows, differences in water resource endowments and industrialstructure are two important causes of regional performance. Multi-indexes system notonly covers the industry water use efficiency, but also to accommodate the macroscopical management on industrial water. It can more comprehensively promotethe enterprises and the government in the industrial water-saving long-termperformance. When the relevant departments are in the supervision of enterprises ofindustrial water saving in the short term, the fine is a necessary means. But in longterm, the government needs to support the water-saving investment of enterprises, andcoexist with reward and punishment, achieving sustainable water conservation.The innovation of this paper lies in3points. Firstly, the construction ofwater-saving evaluation index system of enterprise and government, respectively fortwo sets of industrial complement each other. The combination of “push” and “pull” isto make amends of the former evaluation. Secondly, using the two sets withquantitative evaluation has not only led to water-saving oriented evaluation results,but also verifies the rationality and feasibility of the index system. Thirdly, this paperhas proposed not only two maneuverable index systems of industrial water-savingevaluation, but also an evaluation mechanism according to the game betweenenterprises and the government, to make the index system feasible, incentive andeffective.
