The Research Of HSE Management In Fushun Petrochemical Power Plant Transformer Substation Project

Since1990s, with the development of science and technology, the spread ofadvanced concepts, social progress, more and more international projectmanagement company access to important areas of the oil industry, chemicalindustry and engineering construction in China, in large extent passed a lot of newmethods and experiences for the construction of the project, especially foradvanced management concepts, HSE management system is one of the moreimportant one.Tracing the concept of development process, we learned it that HSEmanagement was originated from the developed countries about health, safety andenvironmental management in1980s. HSE management adopt scientific,procedural and professional management, by strengthening the control of theconstruction process, enhance employee safety training, as well as projectmanagement audits and reviews, so that timely elimination of all kinds of securityrisks, to avoid or reduction targets of industrial accidents.Thus, the introduction in Chinese large engineering companies andpetrochemical companies in HSE project construction management philosophy hasbeen more than20years, it made great achievements. However, compared with theinternational advanced level, Chinese HSE management is still a big gap, we stillneed improve our HSE management level continuously.This paper chooses the HSE management of petrochemicall power planttransfomer substation project in Fushun as a research priority. First, the paperoutlined the background, research object, research methods, identify, build a lineof research and research framework of the article as a whole. Secondly, this paperdiscusses the concept and development of HSE management system, analyzesseven basical elements of HSE management. Third, on the basical of carefulanalysis and flexible use on a detailed analysis of the entire implementationprocess about HSE management in Fushunpetrochemical power plant transfomersubstation project, including some problems and more scientific improvementmeasures to further strengthen HSE management elaborated in Chinese project. Through deeply study of this article, we can draw two main outcomes: Firstly,put forward a more consistent complete runs for the HSE management in Fushunpetrochemical power plant transfomer substation project and a feasibleimplementation to HSE management model; the second is providing someconstructive suggestions for the other similar projects in domestic to improve HSEManagement. We hope that the research can have realistic reference in ongoing orupcoming construction projects in our country.
