With the rapid development of China’s civil aviation, air traffic control system is gradua lly becoming the prop-up and guarantee of the development of China’s aviation. At present, t he air transportation turnover showed a trend of rapid development. The total air traffic secur ity tasks increase year by year, strengthening and shifting ATC management mode is not only to meet the needs of the development of the reform of the current air traffic, but also the cor nerstone of civil aviation security and performance management as the development of the g uidance, strengthen to the controller’s performance management is the key to promoting the development of ATC safety and health.This paper analyzes the performance appraisal status quo of the current control unit for t he controllers.To study the problems existing in the current controller performance appraisal, these problems are:the performance review is too simple and single, not enough scientific a ssessment index,not only evaluation standard is not clear,but also the use of performance dat a is not fully,which can not accurately evaluate the controller’s job performance. Then analy zes four factors, including the scene of the ATC control, calls communication, situational aw areness and the control quality of work. After that, by filtering and sorting, we summed up th e controller performance evaluation indicators and used Analytic hierarchy process (AHP) to calculate the parameter value, build controller performance evaluation model, based on the i dea of software engineering, combining the actual demand of controller performance assess ment needs, complete the functional design of controller performance appraisal system. Usin g the visual studio2010as the software development platform, Completed the development of the controller performance assessment system. Finally Calculate the tower controllers’ per formance assessment of Xiamen air traffic control station.The completion of this work,help to strengthen the case for the controller’s performance appraisal, and provide scientific data for evaluating the work of controllers.
