In recent years, the speed of urbanization is moving faster, urban human settlement system has effected by urbanization of vary degrees, Construct a livable city is the common wish of the majority of the city researchers. Floor area ratio as an important indicator of the controlled detailed planning has implemented different policies and regulations in different countries to control the city building floor area ratio, residential quarter floor area ratio directly affects the quality of human settlement of the residents. Spatial differences of residential quarter floor area ratio is a research direction of the city residential differentiation. residential space difference of volume rate, provides the meaning of sustainable development theory and practice to master the current situation and development of laws can be for the city planning, city construction, city living environment. Study on spatial differences of residential quarter floor area ratio, master the current situation and its developing rules can provide the theoretical and practical significance of sustainable development for urban planning, urban construction and urban human settlement.This paper takes the residential quarter floor area ratio perspective to discuss the city residential differentiation, and reflect the quality problem of the human settlement from the hierarchy of the living conditions. In summarizes the domestic and foreign human settlement, residential differentiation and the based on the current research situation, floor area ratio based on the current research situation, taking land use in residential quarter and housing survey data as the basis, residential quarter as the basic research unit, through the GIS technology and the Theil index model, study on spatial differences of residential quarter floor area ratio in practice. Firstly, use GIS technology to calculate the residential quarter floor area ratio, secondly divide residential quarter floor area ratio into 7 grades and classify the residential quarter floor area ratio, use GIS software generate spatial distribution map and contour map, then use Theil index to calculate the spatial differentiation index of residential quarter floor area ratio, finally, analysis its causes, take the residential quarter floor area ratio as a perspective to evaluate urban human settlement quality of Dalian city and propose some strategies to construct reasonable residential quarter floor area ratio, the results are as follows:(1) The spatial distribution characteristics: floor area ratio features of Dalian present overall fragmentation in different grade, small scale gathered in same grade, combination and intersection in adjacent grade.(2) Spatial differences index: spatial differences index of residential quarter floor area ratio in Dalian is not high, the maximal spatial differences index of residential quarter floor area ratio is extremely low and high grades, the maximum and minimum of spatial differences index in Dalian is Zhongshan District and Ganjingzi District, the internal differences in the four area is far greater than the regional differences, it is a remarkable characteristic of spatial differences index of residential quarter floor area ratio in Dalian.(3) The main causes of spatial differences of residential quarter floor area ratio in Dalian is different city location and housing attributes made different residential type, city space landscape constraints on residential quarter construction, macro oriented city residential land use planning standard, effect of city land price on the floor area ratio.(4) From the perspective of residential quarter floor area ratio of human settlement in Dalian is fine, human settlement quality in four area from high to low is Ganjingzi District, Xigang District, Shahekou District, Zhongshan District.(5) Construct reasonable strategies of residential quarter floor area ratio is to restrict the extreme floor area ratio, advocates a mixed type of residential quarter construction, Implement reward system of floor area ratio, combine city spatial structure to adjust the residential quarter floor area ratio.
