Modern Chinese city housing is in the stage of rapid development, planning and construction of residential district has become one of the most important construction projects in our country. However, in the process of our planning and construction, there are many problems in the technology and management level, thus the planning process of urban residential district is unscientific and planning structure is not complete, reflected in regulatory plan, the index system is unscientific and flexibility and agility is not enough. This article mainly does some systemic and scientific research on the Floor area ratio(FAR) in the residential areas regulatory plan index system on technical and management level and other related factors. However, due to factors which can effect FAR are very complex, coupled with many inadequacies in the management, the planning and management departments are in lack of a sound scientific basis and data reference when endow FAR to land. Therefore, the author starts the research with the technical and management levels of FAR, concludes what should consider of in the evaluation of FAR after analysis, comparison and provides certain experience for the planning and management departments.On the basis of elaboration in affecting factors and the mechanism forms of FAR, author makes proposals about the evaluation of FAR focusing on three aspects, the application of feedback mechanisms, early intervention of the planning and management department, perfecting the FAR management system. In this paper, the author uses a variety of research methods and means to complete the tasks of scientific research, including of the analysis methods which is combining the reality and theory, comparative analysis method, systemic analysis method and so on, to provides a powerful scientific tool for the analyses of the FAR and the related factors. The subject have a major reference for of the planning management, real estate investors, urban planners and architects and provide a useful reference for the development and construction of residential district. This article just wants to play a role in arousing re-understanding of the relevant indicators on the FAR and create a more beautiful and comfortable city living environment for people.
