The higher requirements about strong power grid construction and its safe and stable operation, the power quality, as well as the service level are put forward along with our country economic sustainable and healthy development and the continuous improvement of people’s material and cultural life level. As the last linkage in the supply chain for electricity customers, distribution network directly affects the customer’s consumption experience. And then, the direct evaluation of the whole power system is generated. Construction and management of distribution network automation can improve power quality, power supply stability, and reduce the accident processing time et al, as ensures the customer with quality power and establishes modern corporate image. The complete distribution network automation has not been activated in the parts of our country at prsent, as directly effects development of regional social economy and electric power customer’s normal production and living needs. So study of distribution network automation management system will provide strong theoretical basis for the construction of a strong power grid.The construction of distribution network automation management system at home and abroad was analyzed by literature analysis method in this paper. Which the theory of modern human resource management, equipment management, information management, technical management, as well as risk prevention and control management were applied to study the problem of the construction of distribution network automation about construct idea, system stability, system management, as well as system maintenance repair was study, as combined with current situation of Shizuishan distribution automation construction. The weight qualitative and quantitative were determined by Delphi method and weight factor judgment table method and the Fuzzy comprehensive evaluation system of construction and management of distribution network automation was designed to appraisal above system, which was built on the base of human resources, equipment management, information management and technology management. The result showed that appraisal results matched with its physical truth when Fuzzy comprehensive evaluation system was applied to distribution automation construction and management about branch of Shizuishan power supply bureau. A full range of construction scheme for improvement about scientific city of program distribution network automation, system stability, rationality of the system, construction of the economy and high efficiency of maintenance repair were provided under condition of above Fuzzy comprehensive evaluation. The economic benefits were analyzed after this plan was applied, as provided direction and reference for distribution automation construction of the same region.
