Distribution network plays a role in distributing power, which is the most relevant subsystem to users among all the power systems. In order to satisfy the requirements for power quality and reliability of distribution network, the distribution network has been reformed, and it helps to realize the automation of distribution network gradually. The realization of distribution dispatching automation system ensures the reliability of network and the continuity of continuity. The failure which is produced during the network’s running can be analyzed to shorten fault time. A 10 KV city, in some areas, is still lack of a power distribution management system, which leads to the power grid’s work in low efficiency. As a result, the efficiency of the distribution network and the operation cost need to be improved by a power distribution management system.This article developed a distribution scheduling system which takes Eclipse as the platform, Oracle as the database and eOMP(e-Office information Management Platform)as the supporting software. The function architecture of the system was determined by analyzing the operation mode of distribution network and the demand of distribution network. Then, the system would be carried on overall design, detailed design and database design. The rule base was constructed according to the operating rules of distribution line. Forevermore, the operation ticket expert system knowledge base were represented and reasoned by using the BP neural network model.This system has been running for a long time, and the running results prove that the system is reliable and steady in operation. Power grid corporations can organize and execute the normal operation mode of the distribution network, draw primary connection diagram, make maintenance planning, dispatch and manage relay protection and automatic devices. As a result, the power grid corporation can increase the capability and the reliability of distribution network’s power supply. Finally, the cost of the operation will be reduced.
