In 2013, strengthen our distribution network construction was designated as one of the six major cities infrastructure construction. The development of the distribution network is also placed in the highest priority by State Grid Corporation. The development of distribution network ushers in great opportunities, but also faces great challenges. Planning is in advance of power construction. As an intermediate link that connects the transmission line and the user, the reliability of distribution network has a great influence on the power system and users. Combined with the development of the current distribution network, for a reasonable distribution network planning and construction, to improve the distribution network reliability and economy and improve the level of automation are key issues to be studied. In this paper, select Suqian Yanghe town as a research area and pilot project and make a detailed analysis of the distribution network planning and transformation. Through analyzing and evaluating the status quo of distribution network actual situation, find out the weak links. Using load forecasting methods forecasts electricity demand. Power supply construction and location in this region is analysised and the structure is detailed designed combined with the results of evaluation and load forecasting. Assessing the planning rusults, it can satisfy the requirement of distribution network reliability. As a pilot project, distribution automation is also researched. Structure, equipment and communications network planning are made, which lay a good foundation for the development of smart distribution network.
