Accordance to the relevant provisions of "thermal power plant air pollutant emission standards"(GB13223-2011), Guohua’s dust maximum allowable emission concentration has been 20 mg / m3 since 1 July 2014, To ensure the soot Emission concentration standards, Guohua company plans to reform the dust emission. The Article provides solutions for Guohua‘s electrostatic precipitator reconstruction project, by comparing comprehensive comparison of five different genres of ESP technical performance indicators,studying domestic and flue gas waste heat recovery technology to compare the advantages and disadvantages of several different factions of the wet ESP technology, and conducted research and analysis for desulphurization and dust removal technology.Further, the article analyzed the status of power plant ESP by investigating the basic parameters of the power plant equipment ESP, and related systems access to these facilities over the past few years.by getting information and data of equipment maintenance and operation, it grasps the current operating status of these devices and equipment Performance and its existing problems and their causes and initially proposed rehabilitation programs of Guohua power plant precipitator reconstruction project: the method of combines the four transformation— ESP transformation, economizer cold, wet dust collector, Desulfurization system transformation.Finally, the process of technological transformation is proposed by using project management system project,and the economic effect analysis and environmental effectiveness of dust emission transformation project is analyzed to make sure the feasibility of further research programs; results showed that: if investors internal rate of return is 8%, NPV of the dust emission transformation program is 5.229 million yuan which is greater than zero,so the project is feasible; if the internal rate of return investors is 10%, NPV of the dust emission transformation program is-30.785 million yuan which is less than zero, thus the project is not economically viable,and appropriate upgrade price is necessary.what’s more, annual reduction of soot emissions comes up to 312 t with regional air quality well improved and good environmental benefits achieved. through adequate technical feasibility studies, experimental data acquisition, qualitative and quantitative analysis of the effect of uncertain factors affect the transformation of the analysis and mining and advanced control, the project can more effectively ensure the large-scale environmental transformation goals implementation. Through the study of the thermal power plant technology dust emission transformation project, the formation of a more complete removal of technical studies, make the project management process optimization by quantifying the dust transformation project of Project Management Effectiveness and mode. the article content is close to actual production with great operability,and have certain reference significance.
