Power industry is a kind of energy industry, which is the important base of the development of economy and society. Since the reform and opening-up policy, our economy achieves fast progress and comprehensive national strength is enhanced greatly. However, the improvement of power system is left behind. The demand on the ability of power supply and power quality is becoming more and more higher owing to the consecutive improvement of various industries, and existing power system can’t satisfy the request of current development totally. As the significant part of power automation system, dispatch automation system primarily fulfills substation automation, management of distribution network and energy management, which guarantees reliable, efficient and economic operation of power system. In addition, the future development of State Grid is aimed at smart grid whose establishment is depended on dispatch automation system. In order to meet different demand of customers, response the call of State Grid and improve the situation of the distribution network of Fuzhou city,to promote the building of dispatch automation system has practical significance.Based on current situation of the domestic and foreign development of dispatch automation system and the distribution network of Fuzhou ctiy, the general principle of the dispatch automation system in this city is determined from the respects of reliability, usability, expandability, maintainability and so on, the overall structure of software and hardware of dispatch system is designed, and the functions of relevant submodulars are analyzed. In terms of general principle and function analysis, the hardware part of dispatch automation system is designed from the respects of the collection, transmission, management of information and man-machine interaction, and the software part of dispatch automation system is designed in detail from the respects of sate estimation, load prediction, power flow analysis and voltage and reactive power control. The type of integration and backup of each other of dispatch automation and centralized control automation is introduced, whose characteristics are compared and analyzed. Based on the situation of distribution network and future project, the integration of dispatch automation and centralized control automation in Fuzhou ctiy is determined. In addition, the types of important server and workstation are decided,which provides reference information for the actual establishment of Fuzhou city and experience for the extension of dispatch automation system nationwide.
