Both the two construction cost calculation methods, The Quota Method and The Database Method, are using the history data to calculate the future data. However, when the difference of the creation condition of the history data and the construction project condition is remarkable, the calculation construction cost will have a significant deviation. There are three problems when the Quota Method applying into the practical engineering:(1) The refreshing rate of quota could not meet with that of the new technology which applied in cost analyzing.(2) The calculating the engineering cost value will not change when using the traditional quota method, but this goes against the economics view that the continuous expansion of the production scale will lead to the decline of long-term average cost.(3) The foundation of quota-making is instable by the reality that it is difficult to obtain first-hand information because of the effect of market economy and administration system reform. For the reasons given above, more and more problems are emerging by using Quota Method to calculating the construction cost. And some experts even assert that the project quota will disappear in 10 years.The resource consumption during every process in project cost calculation method is uncertain, where the traditional and static quota method fails to consider comprehensively. The research approaches of this paper are: Firstly, this paper investigates and analyzes resource consumption data of every construction process to obtain the resource consumption distribution function. Then, the simulation of the total project cost and the total duration is obtained by combining Monte Carlo Simulation Method in the basis of the Optimized Network Graph Algorithms. Finally, the probability project cost under certain conditions is obtained.Theresearchdecomposes the engineering model into basis separate components and draws a three-dimensional model of these components by using Alternative 3D engine and three-dimensional modeling software-Autodesk 3ds Max. Then a Building Information Model(BIM) of the project is built after attaching the relevant project information to the corresponding components in the 3D model with the database technology. Based on the database of simulation results of each process time and resource consumption, this simulation system employs the eclipse integrated development environment in the FLEX + J2 EE application development platform and combines MATLAB and SQL Server database to apply the project costcalculationand BIM model into it. Finally, this system can display the changes of the project cost and the schedule dynamically and visually.
