Research On Post-evaluation Of The Multipurpose Hydro-junction Project

Water is the source of our life, which is rare and irreplaceable. We should consider how to construct hydro-junction project and remove the water hazard, and get the reasonable development and utilization of water resources. By this way, we can improve the efficiency and effectiveness of water resources utilization, and benefit the people in our country. Multipurpose hydro-junction project is a project like that, which undertake a number of tasks at the same time. After the completion of the national economic infrastructure project, post-evaluation has important practical significance, for the features of large scale investment, long construction period and wide range of affection scope.The post-evaluation of multipurpose hydro-junction project is the final stage of the project management, and it is also an indispensable stage in the project management cycle. Multipurpose hydro-junction project which put into production should be evaluate its construction and production, and sum up experiences that can provide a reference guide for other multipurpose hydro-junction project. And then we can improve the level of decision, the efficiency of investment and the design level of project.This paper uses multi-level fuzzy comprehensive evaluation method with the comprehensive assigning method to research the post-evaluation of multipurpose hydro-junction project. At first, the thesis introduces the research background, research significance, home and abroad research status, main content and technical route of this thesis. Secondly, it introduces the project post-evaluation’s characteristics, effects, principles and methods. In this theoretical foundation, it analyzes four areas which are procedure evaluation, effectiveness and economic evaluation, comprehensive impact evaluation, and sustainability evaluation. Next, it constructs post-evaluation model of multipurpose hydro-junction project, which use multi-level fuzzy comprehensive evaluation method with the comprehensive assigning method. Finally, the method is applied to evaluate San Menxia multipurpose hydro-junction project.Post-evaluation can test the effect of project results’practical implementation. After the construction run for some time, multipurpose hydro-junction project carries out the work of post-evaluation and it will accumulate reference for future projects on investment decisions, and also improve social and economic benefit.
