The real estate enterprise has been regarded as industry with huge profits, but it is affected by the national policy of real estate development project. There are some problems also hindering development of the industry such as resource consumption, long cycle and regional difference, etc. Nowadays, the real estate industry is already no longer enjoy much profit for the continuous regulation of national policy, the improvement of the market competition mechanism, and the social potential of selection treatment. In recent years, our country continuously publishes relevant policy to control the housing price, and the domestic construction market is increasingly specification. So the control of house prices has become a universal concern. Real estate development project eventually appear on the market in the form of goods, any commodity price decision, after all, cannot leave the value of itself, price manipulation is larger, the value is the real embodiment of commodity characteristics. Therefore, to control the cost of construction project management is the important countermeasure that will help real estate companies cope with price regulation policy and the changing of the market and fierce competition of the industry.This paper chooses the real estate development project as the research object to make further research of the construction stage of cost control system based on the 2013 valuation specification. First, it reviews and analyzes the real estate related policy and the status of the industry in the recent ten years in our country, and expounds the implementation of 2013 valuation specification. Then it will study the concept of real estate development project, cost of the project, cost control and due to the influence element and related theory. And it will introduce the characteristics of the 2013 valuation specification. At the same time, the paper will make study of the cost control problems that exist in the construction stage from the enterprise internal management level, material procurement, and the management of all participants in the construction stage. This paper offers solutions to improve internal cost management team constructing, establish a solid foundation, improve the cost management system, and improve the management of variation order to optimize the project. This paper realize integration of both the existing cost control method, also puts forward some innovative measures which has a certain guiding significance to the construction stage of cost control of real estate enterprise development project.
